PPWR will change compliance requirements for circular packaging

On 12 August 2026, the Packaging and Packaging Waste Regulation will begin to apply across the European Union. This is an important milestone, but it should not be viewed as a single deadline on which every future PPWR requirement takes effect. Rather, it establishes the legal and operational foundations for a transformation that will continue through further implementing legislation and increasingly ambitious requirements towards 2030 and 2040.

Some of the requirements applying from August will be familiar to businesses that have worked under the Packaging and Packaging Waste Directive. However, the nature of compliance is changing. The PPWR is a directly applicable EU regulation and introduces a more structured product compliance framework, including defined responsibilities for economic operators, conformity assessment, technical documentation, traceability and the declaration of conformity.
