An independent review of Germany’s 2025 emissions data and new climate target has found that the country is set to exceed its emissions budget by the end of the decade, contrary to government projections.

Germany’s Council of Experts on Climate Change reviewed the government’s emissions data for 2025 and confirmed a decrease of just 0.1%. However, the Council disagreed with projection data for 2026, which states that the country’s 2021-2030 emissions budget – for a 65% GHG reduction – should be met with a buffer of 4.5 million tonnes of CO2 equivalent.
