IMO chief urges multilateral cooperation as shipping climate talks reopen
“There is no reason to repeat what happened last October."
International Maritime Organisation (IMO) Secretary-General Arsenio Dominguez has urged governments to rebuild trust and revive talks on a global net-zero framework for shipping after last year’s dramatic breakdown.
Addressing delegates at the opening of the 84th session of the Marine Environment Protection Committee (MEPC 84) on Monday in London, Dominguez made a direct appeal for collaboration and warned against repeating the events of October 2025, when a last-minute US-led push derailed adoption of the IMO Net Zero Framework.
